how to stop determining automatic picking quantities in delivery

Hi

i have a scene going on,that my client when they create delivery,picking quantity automatically comes into delivery,they don't want it to happen for one particular plant and for this plant there is no WM configuration,but they do have WM implemented.

i tried doing research but find exactly opposite results that people are looking for solutions to determine the picking quantity automatically while creating delivery,but my case is different any ideas or suggestions will be appreciated.
