Injury/illness log data inconsistent, processing terminated

Hi All

i have created an injury/illness log but unable to transfer the same to  Incident accident log.

Injury/ illness log is coming in the proposal list (CBIH89) but when i click on the Start Data Transfer button its giving an error  as injury/illness log data inconsistent, processing terminated.

i have checked the following:

• the transfer control is set to  option 2
• Time of  event is earlier  than Time of aid given

Experts please help to resolve this issue.
